A Government bill that amends the Trespass Act 1980 to give retailers, food outlets and licensed premises more tools to deter retail crime and protect staff, customers and property. It would let a business ban a person from several of its sites at once — useful for chain stores — rather than one location at a time, and lengthen how long a trespass notice can last. It also raises the fines for trespassing.
Introduced on behalf of the Justice Minister, the bill would extend the maximum trespass period from two to three years, allow multi-site bans, and create situations where a person is 'deemed' to know they have been trespassed. Supporters say it helps tackle a costly rise in retail crime; the Greens and Te Pāti Māori oppose it, arguing it could criminalise vulnerable people and limit freedom of movement.
