This Government bill was divided from the Tauranga Moana Iwi Collective Redress and Ngā Hapū o Ngāti Ranginui Claims Settlement Bill to give effect to the Ngā Hapū o Ngāti Ranginui settlement. It was enacted as the Ngā Hapū o Ngāti Ranginui Claims Settlement Act 2025.
This Government bill gives effect to a Treaty of Waitangi settlement between the Crown and Ngā Hapū o Ngāti Ranginui, an iwi of Tauranga Moana in the Bay of Plenty. It settles the iwi's historical claims arising from Crown actions in the nineteenth century — including the Tauranga raupatu (confiscation of land), the wars of the 1860s, and the resulting loss of land, resources, and autonomy. The settlement package provides a Crown apology acknowledging those breaches, financial and commercial redress, and cultural redress such as the vesting of significant sites, place-name changes, and ongoing relationship arrangements with the Crown.
The bill was divided out from the broader Tauranga Moana Iwi Collective Redress and Ngā Hapū o Ngāti Ranginui Claims Settlement Bill, and follows a negotiated deed of settlement between the iwi and the Crown. Described neutrally, such settlements aim to provide agreed, durable redress and reconciliation for acknowledged historical injustices — offering the iwi recognition and certainty, while wider public discussion of settlements generally weighs the adequacy of redress and their full-and-final nature.
