The Sale and Supply of Alcohol (Sales on Anzac Day Morning, Good Friday, Easter Sunday, and Christmas Day) Amendment Bill amends the Sale and Supply of Alcohol Act 2012 to remove the special restrictions that limit alcohol sales at licensed venues on four days of the year: Anzac Day morning, Good Friday, Easter Sunday and Christmas Day. Under the current rules, bars, pubs, restaurants and cafes holding an on-licence may generally only serve alcohol on those days to people who are also dining, or within limited hours, which businesses find confusing and costly to police. The bill lets these venues operate under their ordinary licence conditions on the restricted days, so they can serve patrons as they would on any other day. It mainly affects hospitality businesses, their staff, and their customers.
This is a member's bill in the name of Labour MP Kieran McAnulty. The main argument for it is that the existing restrictions are outdated and impractical: they force awkward staffing and meal requirements on hospitality operators, create uncertainty, and treat adults paternalistically, with the burden felt especially when public events fall on these dates. Some supporters also argue that letting venues trade normally, rather than closing abruptly, can allow patrons to disperse gradually. The main argument against is that these days carry commemorative or religious significance, and that the trading limits help protect their solemn or restful character while modestly reducing alcohol-related harm; loosening the rules, critics say, further normalises drinking on days many people regard as set apart.
